Dubai has officially announced the launch of DIFC Zabeel District, a transformational expansion of the Dubai International Financial Centre that further cements the city’s position as the leading global financial hub across the Middle East, Africa, and South Asia.
The announcement was shared by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, marking one of the most ambitious financial-district expansions ever undertaken in the region.
Spanning 7.1 million sq. ft. with a total gross floor area of 17.7 million sq. ft., the DIFC Zabeel District represents the largest demand-led expansion of a financial centre in the region, with an estimated gross development value exceeding AED 100 billion.

The DIFC Zabeel District is designed to enhance Dubai’s stature as a preferred destination for global business, finance, talent, and lifestyle. Once complete, the expansion will allow DIFC to scale its ecosystem to support:

Commenting on the launch, Sheikh Mohammed emphasised that Dubai continues to build integrated, future-ready ecosystems that balance world-class business infrastructure with quality of life. He described DIFC as the “beating heart of Dubai’s economy” and a vital bridge connecting Eastern and Western markets.

Launch Ceremony Signals a New Era for Global Finance
The DIFC Zabeel District was officially unveiled during a launch ceremony held at the project site in Zabeel, adjacent to the existing DIFC Gate District. The event formed part of Dubai’s broader financial-hub expansion strategy and drew high-level participation from the UAE leadership.
Attendees included Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, alongside senior members of the ruling family, DIFC leadership, and key government authorities.
The ceremony reflected on DIFC’s evolution since its establishment in 2004 and its rise as a globally recognised financial centre under the theme “Tomorrow Begins Here.”
Over 20 Years of DIFC Legacy
For more than two decades, DIFC has played a central role in facilitating international trade, capital flows, and investment into Dubai. The Zabeel District expansion builds on this legacy by doubling DIFC’s capacity, reinforcing its global relevance while preparing it for the next era of finance, innovation, and digital transformation.

The world’s first purpose-built AI Campus, positioning Dubai at the forefront of artificial intelligence development

A Gaming & Immersive Technologies Hub, strengthening Dubai’s position in digital content, simulation, and next-generation gaming
In alignment with Dubai’s Education 33 (E33) strategy, DIFC will also emerge as the UAE’s leading higher-education hub, attracting globally ranked universities. The DIFC Academy will expand ten-fold to 370,000 sq. ft., with capacity for 50,000 learners annually.
Adding a cultural dimension, the district will feature a first-of-its-kind art pavilion, reinforcing DIFC’s role as a centre for art, architecture, and creative expression.

The development will be delivered in six phases, with public access expected from 2030 and full masterplan completion targeted for 2040. Construction of the first phase is already underway.
